General Plan
Moving Forward
The city continues to move forward in the implementation of the overarching goals and policies of the General Plan* which was initially adopted in 2003 to reflect the current span of time. Some of the key 2015 achievements include:
  • In 2015, 942 new residential units were released for occupancy in Brea.  In comparison, Brea added 274 units in 2014, 333 units in 2013, 93 units in 2012 and 26 units in 2011.  Many of the units came from the Blackstone and La Floresta project.  The units are a mix of single-family residential units and townhomes.  
  • An increase in new infill industrial development.  This included the demolition and new construction for 3300 East Birch which is located on approximately 10 acres.  This was a large underutilized industrial site.  On the west sie of the City, demolition and construction of a new 367,000 square foot industrial building located at 1225 East Imperial Highway was completed.  
  • The Tracks at Brea trail continues to be a priority for the City.  In April 2015, Segment 3 - Phase 1 was completed.  This is the segment located between Birch Street and Lambert Road (on the north/south) from Brea Boulevard to State College  Boulevard (on the east/west).  
  •  Five art pieces were added to Brea's Art in Public Places Collection  including Wring , Natura, Light Tracker, Oasis, and Allies, which now includes 166 sculptures and is one of the largest collections of outdoor sculptures in the nation.

Annual Report
The General Plan Annual Progress Report is a document that provides a yearly report of the progress that has been made implementing the various elements of its General Plan.  The report covers the period from January through December of each calendar year.  A number of important project and programs were carried out during the year to continue to make Brea an attractive and desirable City in which to live, work, and play.

Housing Element 
The Housing Element within our General Plan is the city’s chief policy document on housing issues. A Housing Element provides policies and programs that address issues such as balance between employment and housing, preserves existing housing stock, increases affordability for all segments of our community, and provides opportunity sites for new housing as our population grows.
